Or, maybe, mashing a bunch of faces from other games with different art styles into a single game with a completely different art style is jarring, especially when the person matching up faces to characters is doing it with a complete disregard for the original characters, like as someone else commented, Red Lucy is supposed to be young with red hair, Ruby Nash is supposed to be black, and, as someone else commented, eyes are supposed to move and these are all static, leaving them looking more dead-eyed and lifeless than FCO's NPCs.
